2019 WU: FISU CMI Chair Hamar takes part in Number of Medical Support Events

KRASNOYARSK – The first day of the FISU delegation visit to Krasnoyarsk was mostly dedicated to health care issues. Dusan Hamar, Chair of FISU Medical Committee, visited the Krasnoyarsk State Emergency Hospital (BSMP) named after N.S. Karpovich, the construction site of the new Surgery Clinic, held a seminar for health care professionals of Krasnoyarsk Region and took part in the meeting dedicated to sanitary and epidemiological welfare before and during the Winter Universiade 2019.

Reconstruction of the Krasnoyarsk State Emergency Hospital will involve construction of a new four-storeyed surgery clinic with 15 operating theaters, including 3 emergency operating theaters, 24 intensive care beds and 12 beds for post-surgical observation. Emergency operating theaters will be equipped with digital navigation, and optical visualization systems, multimedia technologies and cutting-edge surgical equipment. After the Surgery Clinic becomes operational, the number of surgeries will increase from 12,500 to 20,000 a year. The work process is currently ahead of schedule. The new Surgery Clinic will become operational as soon as the end of 2017.

Dusan Hamar said that the new venue is important not only for the Winter Universiade 2019 but will continue serving the population of Krasnoyarsk as an important legacy of this event.

After discussing the project of the Surgery Clinic, FISU held a presentation on health care services during the Universiade for the staff of the Regional Clinical Hospital, the Krasnoyarsk State Emergency Hospital, staff of the Krasnoyarsk Region Ministry of Health and representatives of other medical establishments of the region. During the Winter Universiade 2019 three key medical establishments will be involved in providing health care to participants and guests: the Regional Clinical Hospital, Krasnoyarsk State Emergency Hospital, and the Medical Center in the Universiade Village. The construction of the medical center will begin in August.

Deputy Minister of Health of the Krasnoyarsk Region, Boris Nemik, said that work has already been underway to train specialists for the Winter Universiade 2019. The pool of candidates with participation of the KECH and a number of medical establishments near Krasnoyarsk is being formed. Senior students of the Medical University and colleges of medicine are getting ready to assist physicians on the venues of the Universiade.

“We have looked at what we have ready, and we believe there will be enough forces and facilities. All our main hospitals will be fully operational to provide medical assistance to the population, participants and guests of the Universiade. Not a single medical establishment will suspend its activities during the event,” Deputy Minister Boris Nemik said.

In the second half of the day FISU representatives took part in the meeting with participation of representatives of Krasnoyarsk Region Office of the Russian Consumer Rights Protection Committee.

Dmitry Goryaev, Chief Sanitary Physician of Krasnoyarsk Region, said that his office was working on a comprehensive programme of creating and maintaining a favorable sanitary and epidemiological situation in the process of preparing for the Winter Universiade 2019, and during the event itself. A special plan has been developed for sanitary, hygiene and anti-epidemic events for 2014–2019. Therefore, some of the measures have been in place since 2014. A special programme has been put in place to train Universiade staff and volunteers, and a plan for providing safe food service to participants and guests.

Dusan Hamar said that in his view the system offered by the Russian side was effective because it had already shown itself well during the Summer Universiade 2013 and the Olympic Games of 2014.

“FISU does not have any strict epidemiology or safety rules for the games. We just want our participants to be safe. Usually we adhere to local safety rules. Any developed country has its own system of food and water safety. And as far as I am aware, this system is very effective in your country. There’s a special service that deals with control issues. Of course we will follow this system very precisely during preparation for the games and during the event themselves. We must be very careful and have every emergency measure in place just in case. There’s no need for me to say how important it is for the event, and how critical it is for the positive image of your city,” Dusan Hamar said.
